Oxfam Novib is looking for a

Programme officer
32 hrs per week (80%), 1 year contract renewable, estimated starting date: March 2012
Based in Jerusalem

Purpose of the function
You will contribute to the implementation of the Oxfam Novib country strategy 2011-2015 for Palestinians in the Middle East in close co-operation with the local partner organisations and other Oxfam affiliates. In specific, you will ensure efficient coordination and facilitation of the implementation, monitoring, reporting and evaluation of a programme in East Jerusalem co-financed by the European Commission.

The programme officer reports directly to the Oxfam Novib Country Representative.

Main tasks of the function:
-You will manage and coordinate a multi –partner 3-year program in East Jerusalem co-financed by the European Commission, working closely with the finance officer and other staff assigned to the program. You will ensure the implementation and monitoring of the program and report to the Country Representative on the progress.
-You will maintain direct contacts with partners for the planning, monitoring, evaluation and development of partners’ programmes (mainly related to livelihoods, health, community mobilization, women rights) & their organisational capacities.
-You will lead and coordinate in program technical and steering committee meetings with program partners and related stakeholders. 
-You will also provide input as required for the implementation of the programme(s)  and contribute to identifying, facilitating and if needed monitoring capacity building processes for partners as needed;
-You ensure that narrative and financial reporting and other requirements relating to contract management are met in line with donor agreements and Oxfam Novib policies and procedures. In specific, you are responsible to compile and edit annual narrative reporting to the back-donor together with the communication officer.
-You maintain sound relationships with donors at operational level, working closely with the institutional funding officer;
-You initiate and facilitate activities concerning knowledge & information management and exchange with program partners to strengthen the effectiveness and implementation of programmes and lessons learned.
-You facilitate the networking between partners and relevant external actors like knowledge & research institutes, and initiate and facilitate reports and any publications in this area.
-You ensure registration in our administrative system and also that the (digital) archiving of the project activities is correctly done and maintained;

You have
-completed an academic degree in a discipline relevant to the specific areas mentioned in relation to development cooperation.
-demonstrated several years of relevant working experience in similar positions in the field in the Middle East and Maghreb region, ideally in the Occupied Palestinian Territory and Israel, and have an affinity with international development issues;
-knowledgeable about the key issues in the Israeli-Palestinian conflict and East Jerusalem in specific;
-solid understanding and knowledge of human rights law and rights-based approach
-experience in organisational analysis & partnership with local civil society organizations, grant management & program development and monitoring, evaluation and learning to support development programs.
-extensive experience (at least 3 years) with EC contract management, and preferably experience in managing consortia
-analytical thinking skills and abilities to influence others.
-excellent social skills and demonstrated ability to be a team player
-excellent communication skills in English. Command of Arabic is an asset.

The employee will be contracted by Oxfam Novib according to Israeli labour legislation with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors.  The position and starting date is dependent on the donor contract.
