Finance officer
32 hrs per week (80%), 1 year contract renewable, estimated starting date: March 2012
To be based in Jerusalem
                      

Purpose of the function
The finance officer will be responsible for the financial aspects of an EC multi-partner programme in East Jerusalem, the management of the financial risks and opportunities, and the appraisal and analysis of the financial aspects of reports for back-donors. The financial officer reports to the Country Representative.

Main tasks of the function:
-You analyse the financial aspects of financial reports and financial audits of Oxfam Novib partner organisations implementing a 3-year multi-partner programme in East Jerusalem to ensure donor compliance, accountability and transparency;
-You assess, together with the Programme Officer and in close cooperation with other Oxfam Novib Finance Officer, the organisational structure, financial capacity and management systems of partner organizations as well as their external risks, communicate about these issues with the partner organizations & propose appropriate monitoring and/or capacity-building especially in the set-up phase of the project.
-You closely monitor counterparts' levels of expenditure and implementation of activities and outcomes on a quarterly basis in collaboration with the Programme Officer, paying particular attention to ensuring compliance with back donor requirements;
-You ensure that the financial reporting and other requirements relating to contract management are met in line with donor agreements and Oxfam Novib policies and procedures. In specific, you are responsible to compile the annual financial reporting to the back-donor in cooperation with the five partner organizations;
-You lead on the financial aspects in the technical committee and steering committee meetings;
-You coordinate the external auditing of the program.
-You regularly conduct monitoring visits to the partner organizations and their projects in the field in order to properly implement and check the above mentioned duties.

You have
-A degree in finance management on a bachelor level
-5 years of relevant work experience in financial position including financial management, planning, administration and budgeting & auditing.
-Several years of working experience related to international/local development organisations
-Experience in making independent financial analyses of development programmes, ability to evaluate these within the political and socio-economic context where they are carried out.
-Experience and knowledge of relevant financial IT-systems, pref. Excel, Pastel and/or SAP-Adobe.
-Excellent social skills and you are a team player
-Extensive knowledge of financial and administrative systems and of requirements by the European Commission including procurement regulations. Previous EC grant management experience is essential.
-Excellent communications skills in English. Command of Arabic is an asset.

The employee will be contracted by Oxfam Novib according to Israeli labour legislation with a competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. The position and starting date is dependent on the donor contract.
